Shopper Permit: For Laguna Beach Residents

You want this permit if you live in the Laguna Beach City limits.

Shopper Permits are available only to residents of Laguna Beach and proof of residency is required.
A current utility bill (gas, water, electric), a pre-printed check, car registration or a lease agreement in your name all qualify as proof of residency.
They cost $80 each for the first two permits and $150 each for the 3rd and 4th. There is a maximum of four permits per household.
When applying for a 3rd or 4th permit, you must bring in all of the car registrations.
Shopper Permits allow residents to park in City lots 1-9, Lot 22 and at all City meters for the posted amount of time without additional payment.
Shopper Permits are valid in Lots 10 & 11 only during non-summer season (Day after Labor Day to late June) and NOT valid in Lot 12, this is an employee only parking lot.
Permits are valid for two years: from August 1 of the first year to July 31 of the second year.
We prorate fees after one year to $40 each for the first two permits and $75 each for the 3rd and 4th permit.

Renewal notices are mailed to permit holders in May of even-numbered years, and new stickers are mailed late July. If you do not receive a renewal notice by the end of May, please go online to order.

Residential Permit: For Laguna Beach downtown residents

You want this permit if you live Downtown or adjacent to Coast Highway.

Residential Parking Permits are available only to select residential addresses in the Downtown area and those adjacent to Coast Highway and you must provide proof of residency.
A current utility bill (gas, water, electric), a pre-printed check, car registration or a lease agreement in your name all qualify as proof of residency.
These permits allow residents to park at a City meter within one block of their residence for up to 24 hours.
In addition, this permit allows parking in City lots 1-9, Lot 22 and at all City meters for the posted amount of time without additional payment.
Permits are valid in Lots 10 & 11 only during non-summer season (Day after Labor Day to late June) and NOT valid in Lot 12, this is an employee only parking lot.
Permits are valid for one year from August 1st to July 31st and cost $200.

School District Permit: For non-Laguna LBUSD residents

You want this permit if you live outside Laguna Beach but within LBUSD boundaries.

Permits are available to individuals who reside outside the City boundaries, but within the Laguna Beach Unified School District in areas such as Emerald Bay, Newport Coast and Laguna Audubon.
These permits allow parking in City lots 1-9, Lot 22 and at all City meters for the posted amount of time without additional payment.
Permits are valid in Lots 10 & 11 only during non-summer season (Day after Labor Day to late June) and NOT valid in Lot 12, this is an employee only parking lot.
Residents of LBUSD may purchase a permit for $120 for the first permit and $150 for the second with a maximum of two per residence.
Permits are valid for two years from August 1 through July 31 of the second year.
A current utility bill (gas, water, electric), a pre-printed check, car registration or a lease agreement in your name all qualify as proof of residency.

Non-Resident Senior/Veteran Permit

Who is this permit for? Non-resident of Laguna Beach, age 65 years and older OR Military Veteran.

When is it valid? August 1, 2025 to July 31, 2026

How much does it cost? $200 (Permits are prorated once on February 1, 2026 to $100)

Permit Requirements:

Acceptable proof of age for the Senior sticker includes a copy of Driver’s License or State ID Card.
Acceptable forms of identification for a Veteran include a current Uniformed Services ID card (active or retired) or a DD214 form.
Each address is limited to a maximum of one Parking Permit.
Addresses that are P.O. Boxes or commercial postal locations will not be accepted as an applicant’s address.

Laguna Beach Business/Employee Pass

You want this permit if you own or work for a business in Laguna Beach.

Proof of employment is required. A recent pay stub or letter from the employer is acceptable.
Parking is first come first served and subject to availability.
Passes are non-transferable and are not for resale.
If lost or stolen, you must purchase a new permit at the current 6-month rate.
VISA, MasterCard, Discover, and checks accepted. Transactions are non-refundable.
Passes are only valid in the designated lot or meter locations for a maximum of 12 hrs.
6-month fee dates are from February 1, 2026 to July 31, 2026. Permits are prorated beginning May 1, 2026.

Summer Festival Parking Permit

You want this permit if you are working at the local summer art festivals. These permits go on sale on Monday, June 2, 2025 at 7:30 a.m. To view the application, please click here.

Permits are valid June 27 - September 1, 2025
Purchase permits in person at the Community and Susi Q Center at 380 3^rd Street OR
Click Apply Online to be directed to our website to purchase passes and pick up at a later date. Site will be live on June 2, at 7:30 a.m.
Please bring the filled-out 2025 Festival Parking Application with you.
Limited to three permits each application.
$50 Premier Permits are valid from June 27 – September 1 at Lots 13, 16, and 17. Times vary.
$25 LCAD Permits are valid at Lot 17 from June 27 – August 15 and then switches to Lot 16 from August 16 – September 1.

Before Visiting City Hall
Please complete the following steps prior to coming to City Hall:

Register for an online account by clicking here: Home
Complete your online application.
Upload proof of residency.
If purchasing 3 or 4 permits, you must upload copies of ALL vehicle registrations.

Transferring Your Parking Permit to a New Vehicle

Remove the permit from your current vehicle and stick it to a piece of paper (even if it comes off in pieces). Upload this as proof of sale when applying for a replacement.
If you do not have the physical sticker, you must upload a Release of Liability to obtain a replacement.
We recommend taking a photo of the permit number and license plate before removing the permit.
As a security feature, permits are designed to tear when removed.
Enter the new vehicle’s license plate number when applying for the replacement permit. If you have a paper plate enter that and then log in to update when you receive the new plate
The replacement fee is $5.00.
If the permit cannot be salvaged due to an accident, you must upload one of the following to the portal: Accident report, Total loss statement, Repair shop receipt

Stolen Parking Permits

If your parking permit is stolen, please come to the Cashier's Counter at City Hall, 505 Forest Avenue. After you have created on online account.
We will take a report of the theft and turn into PD then issue a replacement for a $5 fee.
